Dr Proctor has worked as an NHS Consultant Psychiatrist since 2001, specialising in General Adult Psychiatry. She has worked as an Expert Witness since 1998 and has extensive experience in undertaking medicolegal assessments.
She has proven competence to undertake a range of medicolegal assignments incorporating criminal cases (including homicide cases as recently as 2022), civil litigation (including Mental Health Act independent opinions, historical sexual abuse claims, personal injury and secondary victim work) as well as family law. She has also completed case work for the General Medical Council. She is a regular visitor to prisons and secure services throughout the North West of England.

Training & Expertise
Dr Proctor has completed training and been responsible for Root Cause Analysis (RCA) work relating to Serious and Untoward Incidents (SUI’s) within the NHS. She has also worked as a Case Investigator relating to the analysis of doctor’s performance using the National Clinical Assessment Service (NCAS) framework.
She is proficient in fulfilling assessments and providing expert witness reports where mental disorder is of relevance, including fitness to plead and competency to stand trial and assessments of parents for the presence of mental disorder.
She is registered and vetted by the UK Register of Expert Witnesses. She updated her medicolegal training with Bond Solon in 2021.
She is competent to assess and give opinion on the psychiatric diagnosis and management of common mental health conditions including anxiety, PTSD, depression, aggression, sexual offending, deliberate self-harm, somatisation disorder, schizophrenia and bipolar affective disorder.
Dr Proctor is also able to see a small number of patients referred by other health professionals for a psychiatric opinion and treatment. Regrettably she is not able to provide crisis or emergency appointments.
She is based in Cheshire.
Qualifications
A first class Honours degree (Bachelor of Medicine and Surgery) with distinction in Psychiatry (University of Liverpool, 1992)
Granted membership of the Royal College of Psychiatrists (by examination) in 1998
Registered with a Licence to Practice and entered on the Specialist Register of the General Medical Council for General Adult Psychiatry since 2001
Held a consultant post within the NHS since 2001
An Approved Clinician under section 12 (2) of the Mental Health Act 1983 (amended 2007) as having special experience in the diagnosis and treatment of mental disorder. Valid until 2025
Registered with the Royal College of Psychiatry’s scheme for Continuous Professional Development (CPD) in relation to general adult psychiatry and medicolegal work
Up to date with training and developments in her field, collects feedback from patients and colleagues and participates in annual appraisal, as required by the General Medical Council for Revalidation
